A woman has been charged in two separate cases, one involving felony offenses related to the theft of a motor vehicle and the other involving the burglary of a church office.
During a traffic collision on Sept. 23, the woman initially identified herself to police as Lynn Rayphand, then Petra Rayphand, before being identified through the Enterprise Law Enforcement Mobile System as Chercy S. Yosi, an individual already on pretrial release in CF0341-24, where she is facing a third-degree felony charge of terrorizing.
In November 2025, police said they were conducting a search for a "subject" in an unrelated case when an officer observed a white Mazda 3 with no front license plate parked in the driveway of a residence. According to police, the vehicle matched the description of a vehicle reported stolen one month earlier.
Police interviewed a woman seen exiting the vehicle. The woman claimed the vehicle belonged to her auntie, "but could not provide a name and became visibly nervous," according to the magistrate complaint.
The woman was taken to the Dededo Precinct for further questioning and allegedly tied Yosi to the stolen vehicle. According to police, the woman said Yosi informed her she intended to leave the vehicle at the woman's residence and would be "swapping it later."
The woman allegedly asked Yosi to leave the vehicle despite believing it could be stolen. The complaint said that the woman "wanted it."
In a separate complaint, Yosi is accused of breaking into the Santa Barbara Rectory Office on Aug. 25, 2026.
According to the complaint, the reporting person first filed a burglary complaint on Aug. 24. The following day, he alleged that "the same individual broke in again and stole $400."
The reporting person is familiar with Yosi and told authorities she had previously been lent a vehicle but was "never given a key to the rectory area."
The $400 was in a white envelope inside a desk drawer in the office.
According to the complaint, police reviewed surveillance footage and confirmed that "the same female" from the previous complaint was depicted in the video.
"The video had no date or time stamp on the recording itself. The video shows a female (Yosi) walking in from the main road barefoot and walking into the open garage area. Yosi then goes to the wooden door the officer had inspected and is seen tampering with the locking mechanism and Yosi's left hand is seen above the doorknob," the complaint states.
The officer who checked the door noted that the locking mechanism was damaged.
In the first case, Yosi was charged with theft of a motor vehicle as a second-degree felony, with the special allegation of commission of a felony while on felony release, and unauthorized use of a motor vehicle.
In the second case, she was charged with burglary as a second-degree felony, also with the special allegation of commission of a felony while on felony release, along with misdemeanor theft of property and criminal mischief.
Yosi was detained in both cases, with bail set at $2,000 in each case.
