The Department of Corrections is investigating a reported assault at the Hagåtña Detention Facility on Sept. 24 involving a detainee who was allegedly assaulted by his cellmates.
Maj. Antone Aguon, in a statement issued by DOC, confirmed that a criminal investigation and an Internal Affairs administrative investigation have been launched into the alleged assault. According to court documents, the incident took place after the detainee was "transferred from Bravo Block Cell #11 to Cell #5" and allegedly lasted about 20 minutes.
"The detainee reported that he had been assaulted by his four cellmates. Upon receiving the report, correctional staff immediately arranged for medical evaluation and treatment and relocated the detainee to a separate housing area to ensure his safety and well-being," Aguon said.
Jacob Anthony Taijeron Meno, Demitre Damian Angoco Hill, Brandon Lee King and MK Mikichy, also known as Monroe Sassy, were identified as suspects in the magistrate complaint filed in the Superior Court of Guam.
"The four individuals identified as alleged assailants were subsequently transferred to the Mangilao correctional facility pending further investigation and possible disciplinary action. The Guam Police Department was notified and responded to the incident, resulting in the arrest of the four individuals in connection with the reported assault," Aguon said.
The magistrate complaint alleges that Meno initiated the assault, noting that Meno and the victim used to date the same woman. The complaint further alleges that Meno told the other cellmates to "do the same and they all did."
The complaint states that the victim "curled up in a ball in attempt to block the attacks" and sustained visible injuries, including missing teeth and bruising "all over" his body.
According to the complaint, the victim was allegedly brought to the cell by an individual identified as "Jeff Lizama." The complaint states that Meno told authorities Lizama is his "baby mama's half-brother." Lizama is not identified as a suspect in the assault complaint.
The case raises questions over transfer protocols as a Guam News Network review of DOC's staffing pattern does not show Lizama as being employed by the department. He is, however, listed as being in DOC custody since Sept. 17, 2025, after his parole was revoked.
Aguon said DOC's Internal Affairs Division is conducting an "administrative investigation to determine whether staff properly followed all applicable policies, procedures, and protocols related to this incident."
Although Aguon could not release additional information or comment on the investigations, he confirmed that as of Monday, no officers had been identified or placed on administrative leave in connection with the Internal Affairs investigation.
"The Department of Corrections remains committed to maintaining the safety and security of all individuals in its custody and will continue to cooperate fully with law enforcement authorities," Aguon concluded.
