Acting Superintendent Dr. Judi Won Pat and her deputy superintendents held their first official meeting with school administrators, marking a key step in shaping the Guam Department of Education’s direction under new leadership.
The session introduced GDOE’s executive management team, including Deputy Superintendents Dr. Julie Ulloa-Heath, Mr. Franklin Leon Guerrero, Dr. Rizalina Liwag, and Ms. Jackie Quitugua. Won Pat emphasized guiding principles of “Children First” and Inafa’ Maolek Yan Respetu, highlighting respect, collaboration, and community-centered leadership as central to decision-making.
Administrators were briefed on department priorities, including student success, systemwide accountability, integrity and trust, and fostering a positive school climate and culture. The leadership team also outlined expectations for data-driven decisions, transparency, fiscal responsibility, and operational efficiency.
The meeting offered an opportunity for open dialogue and alignment, ensuring school leaders share a unified vision and strategy to improve educational outcomes across Guam’s public schools.
