When Guam Police Department officers received the radio transmission about an incident in the rear parking lot of Cindy's Pub in East Hagåtña, the call was reported as a "female individual being held down," according to a magistrate complaint filed in the Superior Court of Guam.
The complaint filed on Oct. 20 stems from an incident on Oct. 19 at around 11:19 a.m., which was also depicted in a video widely circulated on social media.
The video depicts a woman picking up "rocks" from the ground and throwing it at multiple cars in the parking lot.
"Officer looked at a blue sedan parked behind him and noticed damages to the left side and the rear windshield was smashed," the complaint said.
Three vehicles were reportedly damaged during the incident.
The officer "grabbed the female individual's right arm from behind" and instructed the male individual subduing her to "release his hold on her."
"Officer secured the female individual in handcuffs," the complaint said.
The complaint identifies the female individual as Carrielynn Eliam noting that officer found a Guam Id in her bag.
Eliam was arrested on charged with three counts of Criminal Mischief to a Motor Vehicle as a third-degree felony.
