The University of Guam has selected Artemio “Ricky” Hernandez as its new vice president of administration and finance and chief business officer, effective Jan. 12, the university announced.
Hernandez was chosen following a comprehensive search that included candidates from Guam and off-island. He brings extensive experience in public finance and administration, most recently serving as deputy executive manager of the Guam International Airport Authority. His previous government roles include deputy administrator of the Guam Economic Development Authority and director of the Guam Legislature’s Office of Finance and Budget.
“Dr. Hernandez's expertise in public finance and his longstanding commitment to higher education make him a tremendous asset to the university,” UOG President Anita Borja Enriquez said.
As VPAF and CBO, Hernandez will oversee UOG’s financial operations, human resources, procurement, campus facilities, information technology, safety and other administrative services. His appointment comes as the university advances priorities in its Tulos Mo’na Strategic Plan, with focus on revenue generation and operational efficiency.
Hernandez holds a bachelor’s degree in accounting from UOG, a master’s degree from the University of Hawaii at Mānoa and a doctorate in business from Capella University. He is a certified government financial manager, accredited investment fiduciary and certified public procurement officer. His honors include being named a national “20 Under 40” leader by the Council of State Governments and receiving the Association of Government Accountants’ National Emerging Leader Award of Excellence.
“It’s an incredible honor to return to my alma mater,” Hernandez said.
