Guam veterans will see new opportunities and recognition thanks to two measures signed into law that streamline workforce entry and expand representation of military service. Senator Joe San Agustin announced Monday that Public Laws 38-47 and 38-34 deliver practical benefits while honoring sacrifice.
Public Law 38-47 allows military motor vehicle operator certifications to be accepted as qualifying credentials when applying for a Guam chauffeur’s license. The law removes redundant testing and aims to fast-track employment for veterans, reservists, and transitioning active-duty personnel. San Agustin said the change recognizes the rigorous training service members already complete and will help fill critical driver shortages across the island.
Meanwhile, Public Law 38-34 introduces new veterans license plate designs that reflect the diversity of Guam’s military community. Developed in consultation with local veterans groups, the plates will serve as both official identification and visible tributes to the unique experiences of service members. “Every veteran’s journey is different. With these new plate options, we give them the opportunity to share their story with pride,” San Agustin said.
The senator emphasized that the two measures turn gratitude into tangible support. “Our veterans and service members deserve more than gratitude — they deserve systems that support their futures and reflect their sacrifices,” San Agustin said. “These laws strengthen the bridge between service and civilian success.”
