Former senator and veteran attorney Tom Fisher has announced his candidacy for Attorney General of Guam in the 2026 election, unveiling a four-part platform he calls the "Fisher Four Pillars."
Fisher's legal career began as a U.S. Navy Judge Advocate in Guam and Hawai'i before he joined the Office of the Attorney General as a prosecutor of violent crimes, eventually serving as First Assistant to the Chief Prosecutor. He later entered private practice and served in the 37th Guam Legislature from 2023 to 2025.
"Guam's justice system is at a critical breaking point," Fisher said, citing what he described as more than 1,000 dismissed cases, staff departures and eroding public confidence. "I am running to bring real courtroom experience back to the executive role, stabilize the OAG, and guarantee that the law protects everyone equally — not just the well connected."
His platform centers on four themes: equal enforcement and elimination of what he called the "pari-pari" system of insider favoritism; government accountability, including pursuing legal action against officials who break the law and stricter enforcement of procurement laws; prosecutorial efficiency, including halting excessive case dismissals and building stronger cases before filing charges; and protecting vulnerable populations, particularly children and families in crisis.
Fisher also challenged candidate Phil Tydingco and incumbent Attorney General Doug Moylan to a public debate.
"The voters of Guam deserve to see a side-by-side comparison of our experience, our records, and our visions for public safety," Fisher said.
