A newly created task force will convene its first meeting this week to begin developing Guam’s framework for the responsible use of artificial intelligence.
The Guam Artificial Intelligence Regulatory Task Force will meet March 17 at 8:30 a.m. in the public hearing room at the Guam Legislature.
The task force was established under Public Law 38-77, authored by Sen. Telo Taitague, and brings together representatives from government, the judiciary, academia, healthcare, industry and economic development sectors.
Taitague, who chairs the task force, said the group will work to create Guam’s first comprehensive framework for artificial intelligence use across government and the private sector.
“Artificial intelligence is advancing rapidly, and jurisdictions around the world are working to understand how to harness its benefits while protecting individual rights,” Taitague said. “Guam has the opportunity to develop a framework that reflects our values, protects our community and helps set a strong standard for responsible AI governance.”
Opening remarks are expected from Joshua Tenorio and Heather Morton of the National Conference of State Legislatures.
Subcommittees will begin work on policy areas including cybersecurity, data privacy, workplace integration, education, social media, predictive policing, deepfakes and AI-related crimes.
Taitague said she also reached out to Geoffrey Hinton, often called the “Godfather of AI,” about participating in the task force’s efforts. Hinton’s office responded that he is currently focused on completing a book but may provide guidance in the future.
Under the law, the task force will submit progress reports to lawmakers as it evaluates emerging technologies and develops recommendations for legislation and policy.
The meeting will be broadcast on GTA Channel 21, Docomo Channel 117, and livestreamed on the Guam Legislature’s YouTube channel.
