Sablan leaves GDOL for EEOC leadership role in Hawaii

Jeffrey Sablan, the Guam Department of Labor's Fair Employment Practice Division administrator, is leaving the agency to become district director of the Honolulu District Office of the U.S. Equal Employment Opportunity Commission.

The release issued by Guam DOL on Sept. 3 said Sablan's new role will be based in Hawaii, and he will oversee EEOC operations in Guam, the Commonwealth of the Northern Mariana Islands and American Samoa.

“Jeff has been an invaluable partner in strengthening fair employment practices on Guam,” said David

Dell’Isola, GDOL director. “When I came into office in 2019, I gave him two main tasks: first, to build a much closer working relationship with our federal partners at EEOC, and second, to significantly increase training for employers so they would better understand fair employment laws and, in turn, reduce violations and fines."

Sablan led the Guam Fair Employment Practice Office since 2016 and managed Guam's FEPD work-sharing agreement with EEOC's Los Angeles and Honolulu District Offices, according to the release.

"Under his leadership, the program modernized its information management system, improving case tracking accuracy by approximately 40 percent, and consistently maintained 100 percent reporting compliance with EEOC requirements," GDOL said.

GDOL said Sablan has nearly 30 years of experience in the private and public sectors.

"Sablan has built a distinguished career in human resources, equal employment opportunity, and labor law compliance. Prior to his current role, he held senior HR positions in the construction and ship repair industries with PACDIM SRF, a federal contractor for the U.S. Department of the Navy, and DCK Worldwide, a global construction firm. His public service record includes ten years with the University of Guam’s Human Resources Division and a decade with the Judiciary of Guam’s Superior and Supreme Court Personnel and Administrative Divisions," GDOL said.

Sablan received his EEOC Investigator Training Certification in March 2024 and earned a bachelor's degree and a Master of Public Administration from the University of Guam and is a recipient of the Pedro "Doc" Sanchez Scholarship.

“I am deeply humbled by the opportunity I’ve had to serve the people of Guam through the Department of Labor,” Sablan said. “Working alongside our FEPD team, our partners at GDOL, and our colleagues across government has been an honor. In my new role with the EEOC, I look forward to continuing that work from a regional perspective, supporting fair employment practices and protecting workers’ rights in Guam, the CNMI, and American Samoa. Guam will always be home, and I remain committed to strengthening the connection between our island and the federal civil rights system.”

GDOL said it would announce interim leadership in the coming weeks.
