The Department of Revenue and Taxation (DRT) has announced a significant change in vehicle registration procedures following the legislative override of the Governor’s veto of Bill 88-38. Effective immediately, all vehicle transfers of ownership on Guam must include a notarized bill of sale.
The new requirement mandates that the bill of sale be notarized and include the full names and signatures of both the buyer and seller, as well as key vehicle details such as the year, make, model, license plate number, and vehicle identification number (VIN). The agreed-upon sale price must also be listed.
DRT emphasized that without a notarized bill of sale, it will not be able to process any vehicle ownership transfers. This change is effective immediately.
