The Port Authority of Guam has moved its Master Plan 2025 into the public hearing phase with the Bureau of Statistics and Plans, scheduling a hearing for March 25 at 3 p.m. in the board conference room at the Port Authority of Guam.
The plan is the agency’s adopted planning document, previously titled the 2023 master plan, later amended to add zero-emission and zero-waste resiliency goals. In 2025, the board unanimously approved retitling it to reflect the current implementation year without changing its substance.
“The Master Plan remains the same in substance and direction,” said Rory J. Respicio, general manager. He said the update ensures the document reflects active implementation and incorporates sustainability goals.
The plan outlines phased investments including wharf expansion and rehabilitation, ship-to-shore crane replacements, fuel pier upgrades, digital systems, climate adaptation and other modernization projects aimed at supporting commercial growth, national defense readiness and environmental goals over five to 10 years.
It includes a Port Improvement Program composed of a readiness plan and sustainability plan addressing capital projects, operational capacity, environmental initiatives and long-term zero-emission and zero-waste targets.
After review and hearing, BSP will submit recommendations to the governor for transmission to the Guam Legislature under Guam law.
