Guam residents will no longer need to present a notarized Bill of Sale when transferring vehicle ownership, following lawmakers’ override of Gov. Lou Leon Guerrero’s veto of the FY26 budget bill. The change, included as an amendment by Sen. Telo Taitague, took effect immediately with the enactment of Bill 44-38.
Section 16 of the budget measure revises provisions in Guam law to allow alternative forms of verification, subject to the approval of the Department of Revenue and Taxation. Taitague introduced the amendment in August after residents raised concerns about difficulties contacting sellers who had moved off island or resolving sales that occurred months prior.
In addition to eliminating the notarization requirement, the amendment extends the deadline for vehicle owners to transfer titles from 30 days to 180 days. After that period, owners will face a monthly penalty of 5% of the transfer tax and 0.50% interest until the tax is paid.
Taitague thanked her colleagues and constituents for supporting the measure, saying she hopes the change will ease the process of buying and selling vehicles on Guam. “This is a win for residents who have struggled with unnecessary red tape,” she said.
