Acting Gov. Josh Tenorio signed two bills into law Tuesday, one establishing an artificial intelligence regulatory task force and another increasing penalties for graffiti violations on public and private property.
Bill No. 64-38 (COR), now Public Law 38-77, adds a new Chapter 16 to Title 5 of the Guam Code Annotated and amends provisions of Article 12.1, Chapter 1, Title 5. The law establishes the Guam Artificial Intelligence Regulatory Task Force to develop a comprehensive framework for regulating the use of artificial intelligence in the Government of Guam and the private sector while protecting constitutional and Organic Act rights. Tenorio emphasized "it is about understanding how AI impacts our distinct culture, ... while also ensuring that Guam's unique voice is heard and our local priorities are addressed."
The measure is intended to guide the responsible development and use of AI technologies by setting standards and policy considerations across government operations and private industry, as outlined in the act’s findings and purpose.
Also signed into law was Bill No. 167-38 (COR), now Public Law 38-78, which amends multiple sections of Chapter 34, Title 9 of the Guam Code Annotated. The law increases penalties for graffiti violations involving both public and private property. Tenorio stressed that increase community involvement, youth education and positive artistic outlets are necessary to address the graffiti problem on Guam.
