Attorney General Douglas Moylan will represent the People of Guam at a University of Guam forum today, Wednesday, Nov. 12, to discuss crime and the potential passage of a Three Strikes Law. The event, hosted by the UOG College of Liberal Arts and Social Sciences, will begin at 10 a.m. at the lecture hall and is part of the Fall 2025 Criminal Justice Capstone Forum.
Moylan, who has branded himself as “Guam’s toughest AG on crime,” said he supports proposals aimed at protecting law-abiding citizens by keeping violent and repeat offenders behind bars — particularly those battling meth addiction. “This AG supports laws that protect the innocent, not the guilty, and that end the revolving-door justice system that is hurting our community,” Moylan stated in a release.
The attorney general plans to address what he calls the “Catch, Release, and Re-Offend” crisis — a pattern in which repeat offenders are arrested, released, and quickly commit new crimes. “Guam is experiencing a continuing crisis brought by these repeat offenders and meth addicts who are swamping the boat and overwhelming Guam’s criminal justice system,” he said. Moylan continues to push for stronger sentencing and stricter enforcement, saying “bad acts must end in bad consequences.”
The public forum is free and open to all students, educators, and community members. It will also be livestreamed on the Office of the Attorney General’s YouTube channel at youtube.com/@oagguam.
