As the federal government shutdown impacts civilian employees and military-connected families, Guam Delegate James Moylan has released a Federal Employee Government Shutdown Resource Guide outlining financial, employment, and community support available across the island.
The guide consolidates local and federal resources for food, housing, childcare, utilities, and mental health. Federal workers are encouraged to bring valid ID or proof of furlough when requesting help and to contact landlords, banks, and utilities early.
Key programs include the Federal Employee Education & Assistance Fund (FEEA), which provides micro-grants and hardship aid, and WestCare Pacific Islands, offering rent, utility, and food support. The Guam Department of Labor is assisting affected employees with unemployment claims, career transition services, and Rapid Response efforts.
Financial institutions such as Coast360 Federal Credit Union, Bank of Guam, First Hawaiian Bank, and Navy Federal Credit Union are providing payment deferments and emergency loans. GPA, GWA, and telecom providers GTA, Docomo Pacific, and IT&E are offering flexible billing and hardship plans.
Mental health support is available through the Guam Behavioral Health and Wellness Center and WestCare, while families can access childcare assistance through DPHSS’s Child Care Assistance Program.
