A planned meeting to discuss the future of Guam Memorial Hospital and emergency health powers legislation has been postponed until further notice, Majority Leader Sen. Jesse Lujan announced Tuesday. The decision follows ongoing talks between Lujan, Gov. Lourdes A. Leon Guerrero, her senior staff and Attorney General Douglas B. Moylan.
Lujan said the discussions have centered on how to best use $104 million in federal resources for infrastructure improvements, particularly utility upgrades in Mangilao, which he called one of Guam’s fastest-growing communities. “There’s a shared understanding that the $104 million in federal resources must be put to work for the People of Guam,” he said in the release.
The senator said the Governor’s legal counsel is drafting documents requested during last week’s legislative hearing to provide clarity on legal and procedural questions surrounding the allocation of federal funds. Once finalized, the framework would allow the Governor, lawmakers and the Attorney General to meet directly to reach an agreement on the path forward.
Lujan thanked Leon Guerrero and Moylan for their cooperation, calling the delay a “recalibration” rather than a retreat. “I remain confident that we are paving a responsible path forward, one rooted in collaboration, transparency and urgency,” he said. A new meeting date will be announced once the legal documents are issued and reviewed.
