The Guam Legislature has terminated its independent contractor agreement with TRST-GUAM, LLC, effective June 9, according to a formal notice from the Committee on Rules.
In a June 9 letter to Michael F.Q. San Nicolas of TRST-GUAM, Vice Speaker V. Anthony Ada, who chairs the Committee on Rules, said the Legislature was ending the agreement pursuant to Section 10.1 of the contract. The letter states the Legislature will process payment for services rendered through the effective date, subject to any applicable offsets authorized under the agreement.
The notice states that access to "the Platform" and all related systems would terminate the same day and directs TRST-GUAM to return or make available all materials, documentation, system access credentials and legislative work product no later than June 16.
"We appreciate the professionalism, technical support, and cooperation provided by TRST-GUAM, LLC throughout this process," Ada wrote, adding that the Legislature "remains committed to identifying opportunities to improve legislative operations, efficiency, and modernization."
The letter does not state a reason for the termination however the contract was the center of a controversy over the vendor's political ties. The document indicates it was received by the Legislature's office on June 12.
