The Guam Department of Labor (GDOL), in partnership with the Guam Contractors Association (GCA), recognized Nord James Cortez this week for completing a Registered Apprenticeship program in HVAC, a milestone that underscores Guam’s growing investment in workforce development and skilled trades. Cortez, who earned a Certificate of Completion of Apprenticeship from the U.S. Department of Labor, is employed with JWS Refrigeration & Air Conditioning.
Acting Governor Joshua Tenorio praised Cortez for his achievement, noting the importance of skilled trades in Guam’s economy. “These trades have been the backbone of our economy, from construction to maintenance to repair, and they keep our island running,” Tenorio said. “We need to continue encouraging residents, especially our youth, to pursue careers in these vital fields as they offer financial stability and personal growth.”
GDOL Director David Dell’Isola said the agency is committed to expanding local opportunities for residents through apprenticeship and hands-on training programs. “As demand for skilled workers continues to grow, we need to be more creative with how we recruit and develop our local talent,” he said. “Sometimes all it takes is one opportunity to change someone’s life.”
GCA Education Director Francine Taitague said the apprenticeship program plays a key role in developing Guam’s construction workforce. “The GCA apprenticeship program doesn’t just teach skills—it builds careers,” she said. “By combining real-world experience with expert mentorship, the program creates the skilled professionals that Guam’s construction industry needs to grow.”
