A public hearing was held on legislation authored by Sen. Telo T. Taitague aimed at clarifying leadership of the Special Cost of Living Economic Task Force, a body focused on addressing cost-of-living challenges faced by Government of Guam retirees.
Bill No. 142-38 (COR) designates the chairperson of the legislative committee with oversight of the Government of Guam Retirement Fund as chair of the task force. According to the measure, the change is intended to reduce ambiguity over responsibility for convening the group and to align its leadership with legislative oversight of the retirement system.
“This bill reflects the Legislature’s original intent when the Task Force was created,” Taitague said during the hearing. “It was never meant to be the end of the conversation. It was meant to allow that conversation to continue in a responsible and informed way.”
The hearing also focused on the financial pressures faced by retirees living on fixed incomes amid rising costs. Taitague said those challenges have broader economic implications for the island, noting that when retirees leave Guam due to high living expenses, the island loses their continued participation in the local economy and community.
The bill does not expand the authority or scope of the task force. Instead, it reinforces expectations that the group convene, complete its analysis and provide data-driven recommendations to guide future legislative action.
In written testimony, the Government of Guam Retirement Fund stated it does not oppose the redesignation of the task force chairperson.
Taitague said she looks forward to the bill being reported out in a timely manner and advancing through the legislative process.
