The Office of Homeland Security announced that Guam has received over $10 million in federal funding for Fiscal Year 2025 to enhance public safety, emergency preparedness, and cybersecurity — marking the largest combined homeland security and emergency management award in the island’s history.
The funding will support key initiatives including homeland security staffing, next-generation public warning systems, cybersecurity training, nonprofit security improvements, and emergency management operations. Governor Lourdes Leon Guerrero said the historic level of federal support demonstrates her administration’s “commitment to sound stewardship and strategic investment,” noting that each dollar will strengthen Guam’s ability to respond to emergencies and safeguard the community.
Lt. Governor Josh Tenorio emphasized the importance of federal investments amid growing cyber threats and disaster risks, stating that the funds will provide “the tools, manpower, and knowledge to combat terrorism and recover from disasters.” The awarded grants include $5.84 million for mobile sirens and public alerting software, $2.75 million for homeland security personnel and equipment, and more than $2 million combined for cybersecurity, nonprofit security, and emergency management sustainment.
Homeland Security Advisor Esther Aguigui called the funding “a significant milestone in building Guam’s long-term security and preparedness capacity.” The Office of Homeland Security and the Office of Civil Defense will oversee the projects in coordination with federal, local, and nonprofit partners to ensure timely and compliant implementation.
