Guam is taking a significant step toward restoring full and stable learning conditions for students at Simon Sanchez High School after years of delays, the Office of the Governor announced Friday. The administration acknowledged a written determination by the Department of Public Works that awarding the contract for the new campus is necessary to protect the substantial interests of the Government of Guam.
The determination, transmitted to the Office of Public Accountability in accordance with law, would allow the project to proceed once confirmed, even as a procurement protest remains pending. Gov. Lou Leon Guerrero said the decision is focused on minimizing continued disruption to students and families affected by prolonged uncertainty.
Students at Simon Sanchez High School, along with those at John F. Kennedy High School who have shared facilities, have faced double sessions, shortened school days, irregular schedules and temporary classroom conditions. Officials said the extended delays have affected educational quality, student well-being and school operations.
Lt. Gov. Josh Tenorio said the action balances the needs of students with adherence to procurement law. Following an administrative review, DPW concluded that further delay could harm educational delivery, safety and facilities while driving up construction costs. The Guam Department of Education and Attorney General Doug Moylan concurred with the determination.
