Congressman Moylan and Governor Lou Leon Guerrero have urged federal authorities to convene an Economic Adjustment Committee (EAC) to support Guam following the Record of Decision for the Enhanced Integrated Air and Missile Defense (EIAMD) project. The request aims to ensure the island receives coordinated federal assistance amid the large-scale military buildup.
In a joint letter to the Department of War, formerly the Department of Defense, the officials emphasized that Guam cannot shoulder the impacts of the EIAMD project alone. The EAC would include representatives from federal agencies to work with local leaders on infrastructure, environmental, and community service needs tied to the defense initiative.
“From day one, I have supported the military buildup on Guam — but it must be done the right way, with the well-being of our people front and center,” Moylan said. He noted that the Record of Decision underscores the scale of challenges ahead and that federal coordination is essential to protect the island’s resources and quality of life.
Moylan added that the effort is as much about accountability as it is about supporting the mission. “We welcome the mission, but we also demand that Guam’s needs are not an afterthought,” he said, stressing the importance of federal oversight as the project moves forward.
