The Guam Department of Labor reports major growth in its Registered Apprenticeship Program (GRAP), with a nearly 200% increase in apprentices and more than 60% more sponsors since April 2025. The U.S. Department of Labor ranks Guam among the nation’s top jurisdictions for apprenticeship participation per capita, reflecting the island’s strong commitment to workforce development and training.
“These increases are proof that our investments in workforce development are paying off,” said Governor Lou Leon Guerrero. “Apprenticeship programs give our residents the training and experience needed to meet industry demands and fill critical jobs.” The Guam Registered Apprenticeship Program allows businesses to receive tax credits for 50% of eligible training costs while helping employees gain both classroom instruction and hands-on experience.
Since the Apprenticeship Forum held in April, GDOL has signed on six new apprenticeship sponsors, representing a range of industries including construction, healthcare, retail, elevator manufacturing, and logistics. DeWitt Guam, one of the companies benefiting from GRAP, said the program’s tax credits have helped offset training expenses and build a stronger workforce. “Participation in GRAP has supported our ability to bring on new employees and maintain a steady pipeline of skilled workers,” said DeWitt Guam President Cori Napoleon-Berking.
GDOL Director David Dell’Isola said the expansion demonstrates the island’s continued success in connecting residents to sustainable careers. “We wanted to push GRAP into new heights,” Dell’Isola said. “These programs help businesses find skilled labor while giving our people the chance to ‘earn and learn.’ We’re excited to see continued growth as we build a more resilient workforce for Guam.”
