Gov. Lou Leon Guerrero has enacted two pieces of legislation into law while vetoing a third, according to her office. Bill No. 173-38 (COR) and Bill No. 187-38 (COR) were signed into law as Public Laws 38-79 and 38-80, respectively.
Public Law 38-79 authorizes the renewal of the lease for Lot No. 2288-1-1-1 in Mangilao, including the Mangilao Koban, to Vietnam Veterans of America Chapter 668. The law amends Section 681103 of Chapter 68, Title 21 of the Guam Code Annotated.
Public Law 38-80 appropriates $19,745,714 from the General Fund realized through bond refunding savings that were not factored into the fiscal year 2026 budget. The funds are designated for capital improvement projects and life-saving supplies and materials at the Guam Memorial Hospital Authority.
Meanwhile, the governor vetoed Bill No. 186-38 (COR), which sought to appropriate the un-allotted balance of the Pharmaceutical Fund to the Guam Memorial Hospital Authority. The governor told the Speaker of the 38th Guam Legislature Frank Blas Jr. she could not sign the bill into law without the legislature "actually identifying" the funds for the appropriation.
