Governor Lou Leon Guerrero has signed Public Law 38-134 which will help the island prepare, respond, recover and mitigate to Typhoon Bavi with an $8 million appropriation for Typhoon Bavi in support of mobilizing resources ahead of the storm.
The $8 million comes from unexpended funds set aside for Typhoon Sinlaku.
"As amended the measure prioritizes $4.75 million for village mayors, allocating $250,000 to each village; $100,000 for administrative expenses of the Mayor's Council of Guam; and $1.25 million for the Guam Department of Education to support five schools to be used as shelters. The remaining $1.9 million will be available for other critical preparedness and response needs," the Governor's Office said, July 3.
The governor signed the bill hours before placing the island in Condition of Readiness 3, on Friday. She was joined by Lt. Governor Josh Tenorio and Guam Homeland Security Advisor Esther Aguigui.
The new bill will support what the administration described as an "army of agencies" to include Public Works, Public Health and the Department of Education. The mobilization effort is lead by Government of Guam leadership tasked to "defend the island against the second major storm threat to the Marianas in a 13-week period."
The funding covers public safety, sheltering, medical service, continuity of communications, transportation and other priority needs in pre-storm preparedness.
"Families and businesses should also be preparing for their own needs. Weather forecasters have advised government leaders that people should be “sheltered by sundown” Sunday evening," the administration said.
