The Office of Lourdes A. Leon Guerrero issued a statement Tuesday addressing concerns over system performance at the Department of Revenue and Taxation (DRT) and its relationship with a technology vendor.
Officials stressed that taxpayer information remains secure and under government control, noting that any vendor involved operates strictly as a service provider with no ownership or independent rights to taxpayer data.
“Our shared priority as a government is clear: the system must work,” the statement read.

While concerns have been raised about system performance, the governor’s office said it is not yet determining fault and will not speculate publicly while the situation is under review.

The administration emphasized that resolving the issue—not assigning blame—is the immediate priority.
“When those responsibilities intersect with essential public services, the obligation is not to argue—it is to deliver,” the statement said.
Officials confirmed they are actively working with all parties involved to restore system stability and ensure reliable service for taxpayers.
A full review of the situation, including the vendor relationship, is expected once operations are stabilized. The administration said findings will be addressed transparently.
The governor’s office acknowledged public frustration and said efforts remain focused on quickly restoring functionality while protecting taxpayer data.
How long the temporary suspension of the MyGuamTax.com and GuamTax.com online portals will last fluid and further guidance from DRT on any deadline extensions or penalty waivers related to the outage has yet to be issued.
