Governor Lou Leon Guerrero (D-Guam) has called the 38th Guam Legislature into its Fourth Special Session at 9:00 AM on October 24, Speaker Frank Blas, Jr. (R-Guam) announced Oct. 23 in a memorandum.

The purpose of this session is to appropriate $12.3 million from the Fiscal Year 2025 net unobligated excess revenue.

These funds will be allocated to the Department of Public Health and Social Services to support the Supplemental Nutrition Assistance Program, or SNAP, and Women, Infants, and Children, or WIC, program for November.

It has been 22 days since the federal government shutdown, which impacts funding for SNAP and WIC.
