The island is mourning the passing of former Agana Heights Mayor Paul M. McDonald, a longtime public servant remembered for more than three decades of leadership and community service. McDonald, who faithfully served as mayor from 1993 to 2025, was praised for his dedication, compassion, and unwavering commitment to his constituents. He also held the presidency of the Mayors’ Council of Guam for 11 years, where his leadership was marked by advocacy and collaboration.
Leaders across Guam expressed their condolences and reflected on McDonald’s impact. “Mayor Mac was a guiding light to many and a persistent advocate for fair treatment of mayors and vice mayors,” said Mayor Jesse Alig, president of the Mayors’ Council. Vice President Robert Hofmann added that McDonald’s bipartisan efforts helped amplify the voices of village leaders in critical decisions.
Members of the Republican Majority of the 38th Guam Legislature also honored McDonald’s legacy. Speaker Frank Blas Jr. remembered him as “honest and candid,” while Vice Speaker Tony Ada said his tenure exemplified humility and heart. Sen. Jesse Lujan highlighted his role in promoting village softball, and Majority Whip Shelly Vargas Calvo called him “Guam’s longest-serving elected official,” noting his extraordinary 40 years of service beginning in 1972. Senators and colleagues recalled his devotion to youth, sports, and community spirit.
Congressman James Moylan, and Speaker Blas extended condolences to McDonald’s wife, Elaine, and their children, Gene, Yvette, and Stacy. Flags at the Guam Legislature will be flown at half-staff in his honor. McDonald’s passing marks the loss of a beloved leader whose service, integrity, and love for Agana Heights left a lasting legacy for the island.
