The Guam Department of Public Health and Social Services Division of Environmental Health said the follow-up inspection of Tiyan High School was conducted at the request of the Guam Department of Education to determine whether previously cited violations were corrected and whether the campus met requirements for reinstatement of its sanitary permit.

DPHSS said the inspection last Friday revealed continued violations and new violations that were not cited on the Aug. 12 sanitary renewal inspection which prompted the school closure.

DPHSS identified the following continuing violations:

• Ceilings not kept clean and in good repair at the C Building first-floor hallway.

• Four exit doors not self-closing, which may allow entry of pests.

• Obnoxious odors in boys’ restrooms in Buildings B and K.

New violations

The new violations included a damaged fire extinguisher casing on the second floor of Building K and "obnoxious" odors in boys' and girls' restroom in Building E.

On Monday evening, Superintendent Judith Won Pat told the Guam News Network that DPHSS wants the issues corrected before reinspection.

She also confirmed that variances aren’t allowed.

"However, areas needing more work are cordon off such as the second floors of buildings A, B, C, D and E as Core Tech International seal roof cracks, replace ceiling and floor tiles," Won Pat said.

DPHSS officials report during the inspection, Core Tech International, the maintenance contractor, was actively addressing areas that had not been identified by the school as closed or cordoned off, including several classrooms and areas inside and outside the "Throne," or gymnasium.

"DEH inspectors also observed that ceiling tiles were still being replaced and that painting work remained ongoing in some areas," DPHSS said.

Although inspectors acknowledged the efforts to address deficiencies the Tiyan campus, the condition of the school at inspection prompted DPHSS to maintain the suspension.

The Tiyan campus, which houses Tiyan High School and Simon Sanchez High School, was closed on Aug. 13 after failing its inspection with 50 demerits, receiving a "D" grade.

DPHSS said it's working with GDOE and Tiyan High School through the corrective action and inspection process.
