Senator Shelly V. Calvo is calling on the community to take part in the upcoming Civil Legal Needs and Program Priority Conference, set for Wednesday, Sept. 3, 2025, at the Hilton Guam Resort and Spa. The event, hosted by the Civil Law Center and Elder Justice Center, will identify and prioritize the island’s most urgent civil legal services.
“This is a vital opportunity for our community to help shape the future of legal access in Guam,” said Calvo, who chairs the Committee on Child Welfare, Youth Affairs, Senior Citizens, Women’s Affairs, and Disability Services. She encouraged participation from service providers, advocates and residents with lived experiences.
The conference will include presentations from service providers and collaborative sessions to help develop Guam’s first Civil Legal Needs Report. A lunch discussion will highlight new laws authored by Calvo, including Transfer on Death Deeds and the Restaurant Meals Program. Attorney Basil O’Mallan will also lead discussions on health care directives, aiming to expand public awareness of available legal protections and consumer rights.
To support elder participation, the Civil Law Center and Elder Justice Center is coordinating busing from senior centers with the Guam Regional Transit Authority. The centers are also expanding their outreach through mobile legal clinics and programs ranging from elder justice and protective orders to guardianship support and pro se assistance.
