Speaker Frank F. Blas Jr. has introduced legislation to expand representation on the Procurement Advisory Council, aiming to increase transparency and community participation in government contracting. The bill proposes to add members from both the business community and the general public.
Under the measure, two representatives from the business sector would be appointed by the governor, while two members of the public would be appointed by the speaker of the Guam Legislature. Blas said the change is designed to bring more perspectives to a process that affects both government operations and private citizens.
“This bill is about bringing more voices to the table—particularly those who are directly impacted by government procurement decisions,” Blas said in a statement. “By including representatives from the business community and the general public, we can ensure the Procurement Advisory Council is better informed, more accountable, and more reflective of the people it serves.”
The Procurement Advisory Council evaluates procurement practices, advises on policy improvements, and promotes transparency and efficiency in government purchasing. Blas said greater public involvement would strengthen integrity, restore trust, and ensure that procurement decisions reflect both expertise and community values.
