Speaker Frank F. Blas Jr. has introduced legislation aimed at protecting continuity of services for students with specialized needs by exempting certain certified specialists from jury duty.
Bill No. 249-38 (COR), introduced Dec. 29, proposes that certified professionals who provide direct support to students with specialized needs be exempt from jury service. According to Blas, the measure is intended to prevent disruptions to individualized instruction and essential support services that are critical to students’ academic progress, development and well-being.
“Students with specialized needs rely on consistent, direct support from trained professionals,” Blas said. “This measure recognizes the importance of their work and helps prevent disruptions that could negatively impact student learning and support services.”
The legislation acknowledges the challenges faced by schools and service providers on Guam, where the absence of a certified specialist — even temporarily — can significantly affect students who depend on individualized care and instruction.
Bill 249-38 (COR) has been formally introduced and will proceed through the legislative process for further consideration and public discussion.
