Speaker Frank F. Blas, Jr. has introduced new legislation aimed at increasing transparency and accountability in government infrastructure projects. Bill 172-38 (COR), introduced Wednesday, would require the Department of Public Works (DPW) to maintain and regularly update a comprehensive list of anticipated, active, on-hold, and completed public works projects on its official website.
The measure is intended to align with Guam’s Open Government Law by making it easier for residents, stakeholders, and policymakers to access real-time updates on capital improvement initiatives. “People have a right to know what their government is doing—especially when it comes to infrastructure that affects their daily lives,” Speaker Blas stated. “This bill is about ensuring that the public isn’t left in the dark.”
Under the proposed law, DPW would be required to post details such as each project’s location, status, projected timeline, and funding sources. The information would be accessible in a centralized, searchable format designed to enhance usability for the general public. Speaker Blas emphasized that proactive communication will help minimize community disruption and promote agency accountability.
Bill 172-38 has been referred to the appropriate legislative committee for a public hearing. Speaker Blas is encouraging community members to get involved in the process and “voice their support for improved government transparency.”
