Speaker Frank F. Blas Jr. commended senators of the 38th Guam Legislature on Friday for their passage of Bill 177, a measure designating December 10 as “Insular Force Guard and Guam Combat Patrol Memorial Day.” The bill honors the Chamorro men who served in the two units during World War II and their role in defending and liberating the island.
“The Insular Force Guard served as the first line of defense when our island was attacked in December 1941,” Blas said. “The Guam Combat Patrol aided American liberators in securing the island from Japanese stragglers in the aftermath of the American invasion to free Guam. The bravery, loyalty, and ultimate sacrifice of the men in both units deserve to be honored in a meaningful and lasting way.”
Blas clarified that the measure does not declare December 10 a government holiday, noting that it would not conflict with Santa Marian Kamalen Day, which is observed two days earlier. Instead, he said the legislation allows for island-wide commemorations and educational events recognizing the contributions of the two units.
The bill also calls for the creation of a planning committee to coordinate memorial ceremonies and programs tied to the historical and cultural importance of the Insular Force Guard and Guam Combat Patrol. “This is about respect, remembrance, and recognition — values that define who we are as a people,” Blas said. “I respectfully urge the governor to act swiftly so we can begin preparations for the inaugural observance this year.”
