Speaker Frank Blas, Jr., last week celebrated the passage of Bill No. 68-38 (COR), legislation designed to affirm the financial responsibility of academy charter schools on Guam. Passed with strong support by the 38th Guam Legislature, the bill ensures that charter schools are accountable for debts incurred during their operations and that the Government of Guam is not automatically liable for such obligations.
“This legislation is about fiscal responsibility, transparency, and protecting the interests of the people of Guam,” said Speaker Blas. He emphasized that while charter schools offer important educational choices, their independence must come with clear accountability—particularly when it involves public funds.
Bill 68-38 clarifies that despite receiving public funding, charter schools are independently operated and must bear full responsibility for any contractual, financial, or legal liabilities unless existing laws specifically state otherwise. The measure is intended to reinforce public trust in Guam’s education system while supporting continued innovation in learning.
Speaker Blas thanked his legislative colleagues for backing the measure and urged Governor Lou Leon Guerrero to sign the bill into law. “This is not about limiting opportunity – it’s about setting the right expectations and ensuring we all uphold sound public stewardship,” he said.
