With early voting for the General Election opening Oct. 8, the nonpartisan voter-education site Vote Smart Guam has published a participation report showing which of the 48 campaigns on November's ballot have completed their free candidate profiles and which haven't responded at all.
As of Sept. 9, 15 campaigns have completed their profiles by publishing a biography and the platform's Political Courage Survey. Ten campaigns started but have not completed their profiles while 23 have not responded.
Among those that have not responded are the Terlaje/Perez gubernatorial ticket and both candidates for Guam's Delegate to Congress. The Ada/Calvo ticket logged into the candidate portal in early July but has not entered any content.
According to Vote Smart Guam, every candidate certified for the November ballot was offered the same profile at no cost, the same format, the same questions, with no paid placement or preferential treatment.
The site now displays each campaign's status directly on its candidate directory at votesmartguam.com/candidates, where candidates are labeled as "Full profile," "Partial," or "No Profile Yet."
What is Vote Smart Guam?
Vote Smart Guam launched ahead of the August primary election and has attracted thousands of visitors seeking information about candidates and issues before casting their ballots.
The site offers standardized candidate profiles featuring information submitted directly by candidates and ballot facts verified against the Guam Election Commission's certified records.
It also offers Smart Match, a five-minute, anonymous quiz that compares a voter's position with every candidate that has answered the Political Courage Survey. Smart Match results run entirely on the user's device.
Another feature allows voters to view candidates side-by-side, compare and build and save a personalized ballot list.
Additional resources include quick polls, a Voter Hub with a polling-site finder for all 19 precinct clusters, and Voices of Guåhan.
Voices of Guåhan has already received more than 100 published answers from residents on the island's biggest issues and proudest points, collected anonymously.
The platform also includes certified primary election results, an election calendar and a curated local news feed.
According to Vote Smart Guam the site does not require an account and does not collect personal information for browsing. The site is also free to use for both voters and candidates.

Per the Guam Election Commission, voter registration for the General Election closes Oct. 19; early voting runs Oct. 8–28; Election Day is Tuesday, Nov. 3.
