Senator Jesse A. Lujan welcomed the inclusion of language in the Fiscal Year 2026 National Defense Authorization Act (NDAA) directing a reassessment of Guam’s per diem rates, addressing long-standing concerns from the island’s tourism industry. The provision, included in the U.S. House version of the NDAA, aims to align Guam’s rates with those of comparable jurisdictions.
“This is something I have consistently advocated for,” Lujan said, noting that outdated federal per diem rates have disadvantaged employees and limited economic benefits for hotels, restaurants, and the service industry. He credited Congressman Moylan for ensuring the issue was included in the NDAA.
Lujan emphasized that updating per diem rates is critical to supporting federal employees and contractors stationed in Guam, while strengthening the local visitor industry and stimulating small businesses. “This reassessment will help hundreds of families who rely on tourism-related jobs,” he said.
As chairman of the Committee on Transportation, Tourism, Customs, Utilities, and Federal and Foreign Affairs, Lujan pledged continued oversight of the process and collaboration with federal and local stakeholders to ensure meaningful benefits for Guam’s tourism sector.
