A man wanted in connection with multiple violent investigations was arrested Oct. 28 after police responded to a harassment complaint involving neighbors at a Dededo residence, according to a magistrate's complaint filed in the Superior Court of Guam.
The homeowner told police that James Niosy had been repeatedly harassing the family by hitting a metal-sheet fence daily, throwing rocks and spraying water onto their property for no apparent reason. The homeowner identified Niosy as a neighbor. However, a check with the Dededo Mayor's Office found that Niosy was not listed as a tenant, the complaint states.
Officers made contact with Niosy near the residence's parking garage. Police discovered he had active warrants and arrested him, taking him to Central Precinct Command.
“During transit, James spontaneously uttered, ‘3 days and I'll be out. You know how the justice system is. I'll be out soon.’ James was subsequently mirandized,” the complaint states.
Police said Niosy denied harassing the homeowner and the family but allegedly admitted he had animosity toward them.
While in custody, Niosy was questioned about two separate investigations, including a Dec. 7, 2025, stabbing and an April 3, 2026, physical disturbance involving a woman.
In the stabbing investigation, police were initially called to a residence after a reported argument between Niosy and his nephew escalated into a physical altercation. The witness allegedly told police the nephew grabbed a knife in an attempt to scare Niosy.
According to the complaint, Niosy left the residence, kicked and broke the front security screen door, then returned, retrieved a knife from the kitchen and left again.
Officers searching the area found a man inside a residence directly behind the apartments with multiple stab wounds. The man sustained two puncture wounds to his left rib area, a 2-inch laceration on his left bicep, a 1-inch laceration on his left hip and a quarter-inch puncture wound to his left bicep, the complaint states.
Police later found a knife on the roadway near the apartment complex entrance that investigators believed may have been used in the stabbing. The victim refused to identify the person who stabbed him, according to the complaint.
The second investigation stemmed from a disturbance reported April 3, 2026. A caller reported seeing a man dragging a woman toward the direction of Iglesia Ni Cristo Church. Officers later received another report from employees at New Easy Market that an injured woman was at the store.
Responding officers observed a 1-inch laceration above the woman's right eyebrow and swelling that had caused her eyelid to close, the complaint states.
The woman identified Niosy as her boyfriend and said he was outside. However, she refused to speak with officers and said she did not remember what had happened.
When questioned, Niosy allegedly turned his face away and nodded but refused to provide a statement, according to the complaint.
Niosy was charged with aggravated assault, a third-degree felony; two counts of family violence, each a third-degree felony; and harassment, a petty misdemeanor.
