The Guam Visitors Bureau has selected Ina Carillo as its new director of destination development, filling a leadership role focused on shaping the island’s tourism future.
The position became vacant Dec. 27, 2025, following the retirement of former director Dina Rose Hernandez. Carillo accepted the role Jan. 21 after what GVB described as a rigorous and competitive selection process. She will assume her duties Feb. 9.
As director of destination development, Carillo will oversee strategic initiatives aimed at enhancing Guam’s appeal as a visitor destination. Her responsibilities include promoting Chamoru culture, improving visitor experiences and supporting sustainable growth in the tourism sector. The role also involves planning, developing, implementing and coordinating destination development and cultural heritage programs tied to tourism.
GVB said Carillo emerged from a strong pool of applicants through a multi-stage hiring process.
Those candidates then underwent panel interviews designed to assess leadership, communication and results-driven competencies related to the position’s essential functions. The panel’s top recommendation was submitted for final selection and approval by the GVB president and CEO.

Prior to this position, Carillo served as the General Manager of PBS Guam, an agency that suffered the loss of Corporation for Public Broadcasting funding and later was given a lifeline to maintain critical services.
