Governor Lou Leon Guerrero positioned Guam as both a national security linchpin and a mature Pacific economy during remarks at the Pacific Agenda Summit.

“Today, we made it abundantly clear that Guam is far more than a strategic outpost; we are a vibrant, leading economy and the gateway to the Pacific,” Leon Guerrero said. “We sit at the critical intersection of American security and Pacific prosperity.”

The governor said Guam’s participation ensures the island’s priorities remain central to regional discussions, particularly in sectors tied to federal and private-sector investment.

Key focus areas included telecommunications and artificial intelligence, where Guam highlighted its role as a major undersea cable hub and explored modernization of digital infrastructure. The delegation also promoted investment in port operations, logistics and supply chain resilience to strengthen regional infrastructure.

Energy security and tourism development were also emphasized, alongside efforts to build sustainable agriculture and resilient healthcare systems.

“By aligning our local priorities with federal and private sector investments today, we are translating shared objectives into concrete outcomes that will yield long-term stability and economic progress for our island and our brothers and sisters in the Pacific tomorrow,” the governor said.

The administration said it is pursuing new funding avenues, including engagement with the Millennium Challenge Corporation, the International Trade Administration and the Export-Import Bank of the United States, to unlock federal resources that support commercial partnerships and infrastructure projects.

Officials said the effort reflects the administration’s strategy of aligning Guam’s strategic security role with economic development to position the island for long-term stability and growth in the Pacific.
