Franklin Leon Guerrero, Guam Department of Education deputy superintendent of Finance and Administrative Services, has submitted his resignation, effective mid-November. GDOE Superintendent of Education Judith Won Pat confirmed this update exclusively with Guam News Network. This announcement follows Won Pat's recent State of Education address on Oct. 29, 2026, which highlighted low student passing rates.
She did not comment on the reason for the resignation.
Julie Ulloa-Heath, Deputy Superintendent of Assessment and Accountability, will serve as acting Deputy Superintendent of Finance and Administrative Services while a permanent replacement is sought.
Leon Guerrero has served as Deputy Superintendent of Finance and Administrative Services since January 2026, when Won Pat assumed her role as Superintendent.
