A 38-year-old woman was arrested Tuesday afternoon after officers discovered suspected methamphetamine and drug paraphernalia inside her purse during a traffic-related investigation in Hagåtña, according to a probable cause affidavit filed in Superior Court.
Department of Parks and Recreation officers responded to Route 1 near the Hagåtña Marina around 2:50 p.m. on Aug. 18 following reports of a possible vehicle collision. They found an unoccupied white Nissan with its hazard lights on and no license plates. Records showed the car’s registration and insurance were expired and its plates had been confiscated by police the previous month.
A woman identified as Kiera Lynn San Nicolas later approached officers carrying a gas can and admitted she was the driver. Officers reported she appeared under the influence, with bloodshot eyes and erratic behavior, and she admitted to using methamphetamine, according to the affidavit. San Nicolas consented to a search of her vehicle and purse, where officers found a glass pipe with residue, two baggies of a crystal-like substance, and a digital scale. San Nicolas was arrested around 3:00 p.m. and charged with possession of a Schedule II controlled substance, a third-degree felony, along with misdemeanor vehicle violations. She allegedly admitted the contraband was hers and acknowledged knowing the Nissan was neither registered nor insured. The case is now pending in Superior Court.
