Two people are facing multiple felony drug charges after a Guam Police Department drug task force raided a Dededo home early Thursday morning. According to a magistrate’s complaint, Marvin Sangalang Picazo, 46, and Jenny Sumang Constantino-Elemento, 42, were arrested August 7 after officers seized methamphetamine, LSD, pills, cash, and drug paraphernalia from a residence on Piot Court/Lane.
Authorities say the raid followed years of tips from concerned citizens, a confidential informant, and an ongoing investigation into alleged drug sales at the location. Officers executed a no-knock search warrant just after 6 a.m., finding Picazo and Constantino-Elemento in a bedroom of the home’s extension. Police reported locating glass pipes with meth residue, digital scales, baggies, and a green pouch in plain view before further searches uncovered additional drugs and cash.
In total, officers seized more than 3 grams of methamphetamine, 0.32 grams of LSD, 39 pills believed to be Quetiapine Fumarate, and $760 in cash. The complaint states Constantino-Elemento admitted to using and selling methamphetamine, while Picazo declined to be interviewed. Prosecutors noted Picazo was already on felony release from a 2017 case involving similar charges.
Picazo is charged with two counts of possession of a Schedule II controlled substance, one with intent to deliver, both with the enhancement of committing a felony while on felony release. Constantino-Elemento faces matching charges without the enhancement. Both remain in custody as the case moves forward in the Superior Court of Guam.
