The Department of Revenue and Taxation is operating at reduced capacity as system limitations continue to impact services across multiple branches, according to a public notice issued earlier this week.

The agency said its ability to process, input and retrieve information remains affected, though several services are still available while efforts are underway to restore full functionality.

“DRT’s ability to process, input, and retrieve information is operating in a modified capacity,” the notice states. “We are actively working to restore full system functionality as quickly as possible.”

Despite the disruption, several divisions remain fully operational, including the Pay.Guam.Gov portal, the Compliance Branch, the U.S. Passport Office, the Weights and Measures Branch, the Insurance, Securities, Banking and Real Estate Branch, and the Motor Carrier Safety Assistance Program.

Other services are only partially available. The Vehicle Registration Branch is providing in-person services only, with online renewals currently unavailable. The Real Property Tax Division is accepting 2025 property tax payments both in person and online, while the Income Tax and Collection Branch continues to receive tax filings and payments.

The Business License Branch is limited to receiving applications but is unable to process them at this time.

Meanwhile, several services have been temporarily suspended. These include all driver’s license and Guam identification card services, Business Privilege Tax Branch transactions, and all transactions conducted through GuamTax.com and MyGuamTax.com. The agency is also unable to process tax returns or issue refunds during this period.

Officials are asking for public patience as restoration efforts continue.

“Dispensa, we are working towards full restoration,” the notice states.
