The Guam Department of Public Health and Social Services (DPHSS) has secured $39 million in Advanced Planning Document (APD) funds from the Centers for Medicare and Medicaid Services (CMS), marking the first time the agency has been awarded funding of this scale. The funds are designated for major upgrades to Guam’s Medicaid information technology infrastructure, a critical step in modernizing the territory’s healthcare services.
Senator Sabrina Salas Matanane, Chairperson of the Committee on Health and Veterans Affairs, commended the department for its efforts. “Congratulations to DPHSS Director Theresa Arriola and her team for successfully securing this much-needed new source of funding,” said Matanane. “This milestone will significantly enhance our Medicaid program’s capacity and technological foundation for the benefit of our island community.”
During a recent visit, CMS officials evaluated DPHSS data systems to ensure readiness for the implementation of the awarded funds. The visiting delegation included Sara Vitolo, Deputy Director of the Center for Medicaid and CHIP Services; Ed Dolly, Deputy Director of the Data Systems Group; and Jessica Dunlap, the Medicaid Enterprise System (MES) State Officer for Guam and neighboring U.S. territories.
The APD funding mechanism enables Medicaid agencies to apply for federal support for IT modernization, essential to streamlining services and improving data management. With this $39 million investment, DPHSS is poised to strengthen Guam’s Medicaid system, enhancing healthcare delivery across the island.
