President Donald Trump approved Governor Lou Leon Guerrero’s request for a Presidential Emergency Declaration Monday in response to Typhoon Sinlaku, unlocking federal resources ahead of the storm’s landfall.
The declaration authorizes the Department of Homeland Security and FEMA to coordinate disaster relief efforts to save lives, protect property and public health, and lessen or avert catastrophe across designated areas of Guam under Title V of the Stafford Act.
Under the declaration, FEMA is authorized to provide emergency protective measures under Category B, limited to direct federal assistance at 75 percent federal funding.
Andrew F. Grant has been named Federal Coordinating Officer for federal recovery operations. Additional designations may be made if requested by the territory and warranted by further evaluation.
“We thank President Trump for his swift action in granting my request, and for his continued support of Guam as we face the impacts of Typhoon Sinlaku,” Governor Leon Guerrero said. “This declaration ensures that federal resources are immediately available to protect our community.”
Lt. Governor Joshua Tenorio called the early federal assistance a critical step. “We are working closely with our federal partners to ensure that life-saving measures are in place as the storm progresses through the Marianas,” he said.
