The Port Authority of Guam has launched a port-wide emissions inventory effort this week as part of its $2.4 million federally funded Clean Ports Program, gathering data that will inform the island's long-term zero-emission and zero-waste strategy.
The initiative, conducted with support from consultant Jacobs, involves coordination meetings and data-gathering sessions with Port Users Group members throughout the week. The effort focuses on compiling greenhouse gas and climate air pollutant data from vessels, cargo handling equipment, fleet vehicles, harbor craft, drayage trucks and other fuel-powered equipment operating within the port.
Port General Manager Rory J. Respicio said the inventory is about understanding the port's current environmental footprint before making long-term decisions.
"This emissions inventory is about understanding where we are today so we can make informed decisions that strengthen resiliency, improve operational sustainability, and support the long-term future of the Port and the broader community," Respicio said.
He also emphasized the importance of industry cooperation in the process. "This process would not be possible without the partnership and participation of our Port users," Respicio said. "Their operational knowledge and cooperation are essential to building a complete picture of activity across the harbor."
The Port launched the Clean Ports Program in January 2025 following an award from the U.S. Environmental Protection Agency's Climate and Air Quality Planning Competition. The program supports a mobile emissions inventory, updates to the port's Net Zero Emissions Strategy, workforce development planning, climate resiliency planning and decarbonization initiatives.
