The Guam Police Department has launched an investigation into a terrorizing complaint stemming from an incident that occurred on October 4 at the Department of Public Works compound involving several employees of the Guam Regional Transit Authority (GRTA). The Governor’s Office has since confirmed that former GRTA Executive Manager Richard Ibanez is the subject of the ongoing investigation. According to Adelup, Ibanez has been placed on administrative leave following the reported incident. The confirmation came after questions were raised about allegations that Ibanez had threatened someone at the agency with a gun.
Governor’s Communications Director Krystal Paco-San Agustin said Ibanez was placed on administrative leave on Saturday, October 4. “The incident was reported to the Guam Police Department.,” she stated, declining to provide additional details due to the ongoing police inquiry.
