The Guam Police Department has apprehended a man they have been pursuing for nearly a year.

Leyton Ray Borja, 55 was apprehended by Special Investigation Section Detectives on July 9 through anonymous tips.

“He was pending an interview and arrest for numerous criminal cases involving the use and distribution of illegal drugs, mainly crystal methamphetamines; and has been implicated as the main source for illegal drugs (crystal meth, cocaine) in several drug related cases,” GPD said in a July 12 statement.

The case stems from an Aug. 5, 2025, raid at a residence authorities described as a known drug distribution site and a place of refuge for Borja. During that raid, Borja was found at the residence and attempted to flee on foot before being caught following a short pursuit.

“Upon apprehension, Borja complained of breathing challenges and was transported to GRMC for further medical assessment. After Borja was discharged from the hospital, and prior to police arrival, he fled, delaying his arrest; An Arrest Warrant was later obtained for Borja’s arrest,” the GPD release said.

GPD issued a wanted flyer for Borja on Nov. 18, 2025, connecting him to a confiscated contraband investigation on Sergio Cruz Street in the Pagat area of Mangilao.

On July 9, Police arrested Borja on the following offenses:

• Possession, Etc., Illegal Delivery, Dispensing or Manufacturing (Schedule I, II or III), 7 counts

• Illegal Possession of a Controlled Substance, 4 counts

• Conspiracy, 3 counts

• Guilt by Complicity, 5 counts

• Criminal Facilitation (of a Felony in the 1st), 2 counts

• Criminal Facilitation (of a Felony in the 2nd or 3rd), 2 counts

• Theft by Receiving • Theft of a Motor Vehicle (Felony)

• Firearm – Transfer/Give Sell/Loans No Valid ID

• Execution of Warrants

Borja was formally charged in the Superior Court of Guam on July 11 with Continuing Criminal Enterprise as a first-degree felony, two counts of first degree felony conspiracy to commit possession of a scheduled two controlled substance with intent to deliver, four counts of possession of a schedule II controlled substance with intent to deliver ; four counts of possession of a controlled schedule II substance, and unlawful transfer of a firearm.

The Attorney General of Guam’s office confirmed that bail was set at $100,000 and Borja was remanded to the custody of the Guam Department of Corrections.

Guam News is pending response from GPD on the department’s standard protocols involving supervision of suspects in police custody admitted to the hospital.
