Monday evening, frustrations from parents, students and even an education board member were front and center during the community meetings held at George Washington High School and Okkodo High School regarding double sessions and busing. While Superintendent Judith Won Pat addressed concerns of Tiyan High and GWHS stakeholders, up north board member Angel Sablan called for her resignation in front of OHS and Simon Sanchez High School communities.

Guam Department of Education Superintendent Judith Won Pat assured Tiyan High School and George Washington High School parents, students and other stakeholders that double sessions will begin on Wednesday, though there may be some busing delays.

Concerns over busing for double session schedules were raised by DPW Acting Director Linda Ibanez, who in a letter to Won Pat Monday, said DPW had not met with GDOE to plan transportation ahead of GDOE announcing the start of double session schedules on Wednesday.

"DPW will not implement transportation services for the double-session schedules until it completes the necessary interagency coordination and transportation planning," Ibanez said in the letter to Won Pat.

Hours later, in response to a parent asking when the busing schedule would be released, Won Pat told stakeholders that she spoke with DPW that afternoon.

"What they are doing right now at this hour really is to do a time run because we are looking at after 5 o'clock. So, they're still doing that run. The acting Director told me that by tomorrow morning she'll give the busing. Tomorrow morning and then we'll put out a presser to let all the media outlets know," Won Pat said.

Meanwhile, at the Okkodo campus a visibly frustrated Sablan alleged that the truth was not being told.

"I just got a text from DPW. You're not gonna have those bus schedules ready tomorrow. Because they haven't met with GDOE. And they're not going to meet until Wednesday. So, who's lying," Sablan said.

Expressing frustration with how the superintendent has handled the return of SSHS and THS students to in-person instruction Sablan called for Won Pat's resignation in front of the SSHS and OHS communities.

"As a board member ... Madame superintendent if you are really caring for these kids ... resign from that position ... because you are not doing our kids any service by leading them on this way, not knowing where they're going or what they're doing. We want answers. Everybody blames the board for this, this is not a board decision," Sablan said.

"I know for a fact that they have announced that they're going to have schedules tomorrow, someone is not telling the truth, because DPW and GDOE have not even met about bus transportation," he reiterated.

He further alleged that GDOE has not communicated with the mayors of villages affected by the double session schedules.

"I know I talked to the mayors. The mayor of Mangilao for GW said, 'with all due respect, the only time they told me about ... was this morning to tell me to help with traffic control.' That's all," Sablan said.

A reoccurring concern raised at both meetings highlighted that while GDOE wanted to end double sessions, the department's actions have instead led to "doubling" double sessions.

Won Pat defended GDOE's actions and emphasized the magnitude of the plumbing issues at the Tiyan campus were not known until recently.

Meanwhile across the island at the Okkodo campus, Sablan was baffled by the department's double session decisions.

"It would have been better if Simon Sanchez just stayed at JFK and continued the double session there, it would be minimal disruption. But now, we go from two schools we go to four schools, I don't know what kind of justification is that," Sablan said.

"We spent how much money to correct the problems at Tiyan High. If only we had taken that kind of money, that kind of passion, that kind of determination and spending on trying to fix whatever's broken at the Simon Sanchez location with FB Leon Guerrero (Middle School) I think would have been a better option with FB and Simon Sanchez instead of GW or Tiyan," Sablan said.

During the GWHS/THS meeting GWHS Principal Dexter Fullo told parents and students that the goal is to return the THS students to their campus in January 2027.
